Probably requires the Windows Registry to be edited. Step 6 on this page: http://www.makeuseof.com/tag/how-to-fix-write-protection-errors-on-a-usb-stick/

I advise you create a full system backup first if you find the Registry Editor to be unfamiliar territory.
