When is a Capture card necessary?

I'm about to build my PC in 2-4 months I only have a 3k budget. Coming back from out of town in October but going to start ordering parts in September. Looking forward to the new CPU's, and GPU's coming in the next few months as the 7700k is underwhelming in my opinion.

ANYWHO, I'm wondering as I'll be streaming my online PC gaming content is a Capture Card needed for that ? Or is it only for streaming console games ?

Also, if it's needed for PC gaming what's the benefits?

No, sir. A capture card is not needed, especially with that budget, unless you are streaming console games other than an XBOX One. The XBONE you can stream by window capture on the Windows 10 XBOX app.
