When mom uploads to YouTube internet becomes unusable...

So my mom edits for a living and she often uploads videos to YouTube so her clients can view them, however... when she does my internet becomes completely unusable. I like to game and when i am gaming and she uploads my ping spikes to 400-500. We have decent internet, we get about a 65 down and a 5-7 up. I know that when she uploads it should impact the internet a bit, bu its so dramatic, like i cant even watch a 30 second video on YouTube if i wanted to. So is this normal? Or could my ISP be throttling us like crazy?

I don't upload to YT, but i can't after first glance see any setting for it on youtube. If there is none on the site then you may need to get onto your router's Quality of Service settings, and put a less-than-your-max Mbps limit to youtube.com, or limit your mums laptop altogether (not sure how that'll go down..)

Chances are the youtube upload is choking other outgoing traffic. The upload is likely using enough of the 5 Mbps up that your computer has difficulty getting its own outbound traffic out into the internet. This is not uncommon with high bandwidth uploads, a lot of torrent clients recommend restricting your upload speeds to a certain percentage of the maximum throughput for this reason.
 
Upload+download are designed to be as fast as possible, eg, all bandwidth eaten up for it. Streaming/gaming is designed to be as little as possible.

A solution is to kindly ask your mum to put a cap on the upload speed if possible, it'll take a few min or seconds longer to upload, but shouldn't kill your gaming session :)

I am able to use this and continue downloading on steam while playing online with light throttling
