When my display is off, how can I turn it back on by just moving the mouse?

After several minutes of inactivity, my monitor goes blank. How can I set my system so that when I
move the mouse, my monitor will come back to life?

If it goes into sleep mode you have to hit a key or click.

change the timing in Power Options...

there are separate settings for

Monitor Dim
Monitor Off
Sleep
Hibernate

Adjust to your liking... Mouse move will only wake a Dim or Off Monitor. Keyboard tap (space bar is safest) will wake from Sleep, and Power button resumes from Hibernate
