Question When my pc turns on the monitor screen just turns navy blue. What do I do?

When I turn my pc on the fans run and the monitor is on but my monitor just displays a navy blue screen with no text. The power button on the monitor says it’s on but I can’t do anything. Is it the psu? Or something with the graphics card? I am sure that the hdmi cables are plugged in and the monitor works on my old pc so I don’t think it’s the monitor. I can give you the parts list if you want.
