When power applied to CPU - system shuts down

I'm trying to fix a friend's Thermaltake WingRs computer. The motherboard is a PCI Express ata100 p17g. When turning it on, the fans spin for a few seconds and then shuts down. First I blew out all the dust in the case. Next I tried the paperclip power supply test and the PS works. Finally tried unplugging everything from the motherboard. The MB will power up with everything connected (HD,CDW, fans) UNTIL I plug in #20 (4-pin +12V) power connector for the CPU. When I plug in #20 I see a small spark and the system shuts down. I'm assuming this shows a short somewhere in the MB, right? I checked the voltage to see if the PS was sending too much and it shows 12.11 volts. So what would you suggest as a next step?

Right now I'm trying to get the unit to stay on. With all connections removed from the MB (except CPU fan and front panel switch) when powered up the CPU & power supply fans both come on and stay on. When I turn the unit off & connect the 4 pin connector the MB only stays on for a few seconds. If I carefully connect the 4 pin connector while the unit is on, then it shuts off. The MB is PCI Express ATA 100 P17G/1333 V1.0a That's the only writing I see on the board that relates to a model number.

I see you are trying to keep an old Pentium 4 / core 2 duo alive. I would recommend buying a new motherboard for $11 lga 775 motherboards are pretty common. If you want help upgrading, just give me a price point.

Where did you see them at that price? Just wondering
