Question when power is added to CPU my PC fails to boot

I just finished a PC build but when I tried to turn it on the PSU clicks twice and then does nothing. I unplugged all unneccessary components until I was down to the 24 pin mobo power connector and some fans. Then I turned the PC on and it worked, so I added power to the CPU and tried to power it on. This is when the PSU clicks twice and does nothing. Any ideas?

That usually means bad VRM or part of it. Is all new ?

The processor and board are. Is there any way to test that?

Only to try with another PSU.
