With Internet Explorer Maintenance policies the settings are tattooed in to
the registry. So those settings are not automatically removed just by
removing the IE policy.
You would either need another policy that has different settings to remove
the current ones or manually remove the proxy settings.
To verify that the policy is not applying you can run GPResult.
