When Second drive connected, it Cancels out both Drives

Hello! I have a 2005 Dell computer that I am currently trying to set up to be a home server. I have a hard drive with files and I am trying to connect a second blank hard drive to the second and last sata port. But when I boot up the PC, it says that drive 0 and 1 are not available, and that there is no boot device available.
I need some help, as I would like to be able to use a second blank drive for a network server drive for other computers.

Yes. Windows 7 Professional is on the master drive that works and has some files. The other drive is blank as I have tried booting from it.

Both of the Sata Ports for the drives are on, but they do not show up in the bios as connected drives. They only show up when only one hard drive is connected.
