Question When should I repaste my laptop's CPU ?

I have a gaming laptop(Dell Inspiron 7567 i7-7700HQ+1050ti) that I bought in 2017..I have not used it since then. I just put it in its box and stored it away.

I am not planning to play games on it. and I have never played any games on it...I want to install linux on it and do some programming on it.

it also doesn't seem to have any heating issues..Should I repaste my laptop now ? if not, when should I repaste it ?

I wouldn't re-paste it.
Thermal paste can last a long long time.
and

I think there's risk in re-pasting.....and why take the risk if you don't have to.

You won't need to unless you see some horrible temps come about. If the temps do sky rocket, and it's not due to an OS glitch/memory leak by Windows 10(assuming you're on it or on Windows 8), due to a clogged venting system then you will logically need to replace the TIM(thermal interface material) then.
