Sometimes it would take more than 20 secs to turn off after i get blank screen. I am very worried that i might switch off my ups too soon, power outage very frequent. Could there be a way to sync the screen with cpu when shutting down? or in the settings? I am a new windows 10 user.

If you unplug PC a lot, I would turn off fast startup and it will cause the screen and PC to shutdown at aroiund same time, it won't take 20 seconds anyway

Normal shutdown for Win 10 means it goes into hybrid hibernate instead of shutting down. This helps by speeding up start up as half the data is already in ram at startup. THis is reason it takes time to shut PC off after the screen as its putting PC into hibernate. If you unplugging it every time, its losing data on shut down every time.

Turning off fast start up will turn PC off like you are expecting.
