When starting up acer it goes on acer management and cant get off it

when starting up on my acer aspire x3200 it goes to the erecovery management with the option for restore system from factory default and restore system from user back up greyed out and all i can chose is the exit button that restarts the computer and puts me back on the erecovery management. i have tryed to boot from windows disk but when doing a clean installion it says windows cant not install files files may be corrupt or missing error code 0x80070017

Pull out the motherboard battery (#2032 Lithium cell) and leave aside for five (5) minutes. This will rest the BIOS to factory default. Now try booting with the normal HDD.

If problems persist, try booting with the Windows disk, or as a last resort, re-install Windows.
