When the 20+4 pin connector is plugged in halfway, the computer's fans and lights turn on for half a second then turn off.

I recently received a computer. The previous owner told me the motherboard wouldn't work, but everything else should be fine. So I took the motherboard with the CPU, ram, and graphics card then plugged the 20+4 pin connector and the 8 pin 12 volt connector and tried to turn it on by shorting the power pins. Then nothing... except for a quiet popping sound from the PSU. I tested the power supply by shorting the black and green leads and I confirmed that the PSU worked. I plugged the psu connectors back in, and removed the ram. Then, nothing. As I went to remove the 20+4 pin connector, the graphics card fan started to spin and the motherboard's light started to turn on for half a second. Then while the 20+4 pin connector was halfway in the motherboard, it turned on briefly for half a second. I rocked the 20+4 connector back and forth, and every once in a while it would turn on for a half second.

PSU: Cyber Power 680 Watt ATX PSU




Is my motherboard damaged or is it something else?





Edit: I removed everything from the motherboard except the CPU and I plugged the 8 pin 12 V connector. When the 20+4 connector was plugged in halfway the motherboard lights would turn on, the CPU fan would spin, and the PSU fan would spin all for less than a second. Then there is a brief pause and it turns on again.

I tested it with an old power supply that I had, and it WORKED!!!!!!!!!
