When vsync is on 57fps and when off 120fps ?

Why is my fps dropping and causing lag spikes when vysnc is on and off. But when vsync is on it shows more. I stutter a lot on games and the lag has freezes every 10 seconds or so for 1 second

V-sync tries to sycronize the fps with the display refresh rate.
As you have a 60hz monitor, your fps will drop to that value.

Pascal GPUs have a better syncing thingamajig called fast sync, it removes the stuttering and latency cause by Vsync and is (theoretically) smoother (I say theoretically because for ALL delay to be vanquished you need 3X the FPS of your refresh rate).

Stuttering and lag spikes every 10 seconds or so doesn't sound like a vsync issue despite good info above.

14GB memory did you mean 16? If you meant 14GB, its possible your memory is at odds with each other and is causing you performance issues. Try even your memory and see if the lag spikes stop.
