When will dx13 come out?

Long way off yet, no idea what GPUs will support it.

DX12 is only just starting to become commonplace, with most games still supporting DX11.

so far we haven't heard anything related to DX13 yet. but i dare to bet 750ti will not going to support DX13. even DX12 is just DX11 with low level access. that's why majority of DX11 GPU are compatible with DX12.
