When will my cpu fan hit its max rpm?

Hello guys yesterday i have bought a cpu air cooler thst is an MSI core frozr L and i have installed it on my cpu that is an i7 880 and this cooler can get from 500 to 1800 rpm at max so when i have started my pc the temp was between 21 and 30 and the fan was spinning at 1033 rpm while idle so i have played assassin's creed origins for about 2 hours and the temp went up to a max of 61 degree and was fixed between 52 and 56 degree and i have checked the max rpm that have been reached and it was 1103 rpm so what do you think guys is this normal for this temp?and when will my cou cooler fan spin at its max rpm and thank you guys.

It depends on your motherboard's fan profile. If the CPU fan profile is set so the CPU fan hits 100% duty cycle / maximum RPM at 90C CPU temperature and your CPU only gets to 60C under typical load, you'll never reach max RPM unless you reduce the upper temperature threshold. Check your motherboard manual for details of any fan speed controls it provides.

What is your motherboard?
Are you using any sort of fan splitter/adapter on the cable?

Make sure the 4 pin PWM cable from the fan is connected directly to one of the CPU fan header's on your motherboard.

Depending on your BIOS, you should be able to control the speed of the fan either manually or set desired speeds depending on temperature. The most likely reason for it not exceeding 1103 rpm is because it's been set to reach that speed and no faster.

You will need to increase its rpm when reaching those temps for it to go faster.
 
I have an intel dp55wb motherboard and it is set to normal i didnt change any settings in my bios ans it is connectes to the cpu fan on the mobo without any splitter it has one fan and led that are xonnected by default and i have connected the 4 header of the cpu cooler to the cpu fan port on the mobo
