When Windows boots up the screen is blank

I downloaded a copy of windows 7 from school,
i want to be able to install over Vista
but I dont know how to remove Vista to Install Windows 7

I put the windows iso onto a flash and it didnt boot
so i put it on a dvd
when the computer started onto the dvd
it simply put a flashing line at the top left corner of the screen

then about 5 minutes later it simply went to ask if i wanted to start
windows in safe mode
that problem with windows vista on the laptop is that when
starting windows vista, its a black screen with the mouse cursor
no icons on the desktop and no start menu bar

I found that if i hit F8 that it takes me to prompt for admin user and another user as well as guest
i went into bios and made the password for admin a four number password
though i dont know if the password is for admin or simply to access bios in the future

so the question is, how do i access the admin password if my family member no longer remembers there password?
