When you disable power savings for an overclock does your cpu constantly use full power?

I understand that when you disable the power saving features on your cpu the clock and the voltage stay relatively constant. I did realize that the cpu generates a lot less heat when not doing anything even though it stays at the same voltage and clock speed. What I want to know is does the cpu use the same amount of power all the time when power saving is turned off?
 
Solution
When power saving features are switched off, the CPU will use more power but it doesn't always use the same amount of power - more under load and less when idle.
