When you download an update it overwrites or accumulates?

I know its a dumb question, and I am almost sure the answer would be overwrite, but I just want to confirm it. When you download an update of any game, lets say its 7 gb, steam rewrites the old game, or it just keeps acumulating files... im concerned because my storage is almost full?

It could be both. It depends on the game. Most files are overwritten but some files that aren't used anymore aren't deleted. It's uncommon as that's usually only for a large overhaul of the game when changing some major system. Those files wouldn't be there from a new install but old players may still have these old legacy files. It's more of an oversight of the devs but I've come across it. Also some games keep the downloaded update files which do nothing but take space. Some games don't have separate update files and just overwrite individual files as it's downloaded.
