When you order a pc, does it come with a monitor or just the tower?

Not unless otherwise specified. Unless it says "with monitor" it will not have one. If you are using a build service, it will not have one unless you select the option to buy one.

If you are at all interested, you can get a stronger PC and/or spend less money if you are willing to build it yourself; we can help you select the parts. You will need reasonable manual dexterity, passable eyesight, a Phillips screwdriver, and possibly a pair of needle-nose pliers or tweezers (may help place front panel connectors). There is a sticky at the top of the New Builds section containing a template of questions to fill out. This will tell us things like what you want the PC to run, where you can buy, your preferences (if you have any), budget, and any other constraints.

Adding to what Onus said, you need to have the purpose of the PC in mind and a willingness to learn how it all works. Without that want to learn, you might as well just order one. Also, you should make peace with the computer gods before making your journey to new PC land!
