Whenever I open a video, the screen freaks out. How to fix?

I'll include screenshots. It doesn't matter if it's a YouTube video or a Twitch stream, whenever picture is trying to play, it looks like that. I have a 2 monitor setup, and whenever a video is playing, it just screws up and tries to reflect what's showing on the other monitor. It may be a Chrome problem, or could be a Windows problem. I'm not sure. What should I do?
