Today I started my first ever build. And I thought I had been doing everything correctly HOWEVER I can't get the system to turn on at all. I have a brand new (as in out the box this morning) corsair tx650w and tomahawk max b450 mobo. I connected the 24pin and the 8pin but the psu doesnt turn on at all/no fan activity from the psu or the mobo.

Am I doing something really stupid or have I maybe got a defect mobo? (I know it's not the psu as I did the paperclip test and it was fine)

Any and all help would be appreciated!

Solution
Verify that both ends of the power supply cables are firmly inserted into place.
Look carefully at how you connected the front panel pins.
It is easy to get the orientation wrong.
Try using a flat bladed screwdriver to momentarily short the two PWR pins on the front panel header.

FWIW, the paper clip test is largely useless.
It can confirm a dead PSU but says nothing about proper functioning of a psu.
Cheap PSU testers are a bit better, but still not a complete test.
