Where are the Council in Steel Canyon in the level 10 range?

Hi

Every character I create gets introduced to contacts in Steel Canyon as
soon as they turn level 9. When I visit these new contacts I tend to
get missions that are simply not doable. Why is that?

And where for example are Council in this part of Paragon City that you
can defeat when you're level 10? I only find red and purple ones.

Or is Steel Canyon not meant to be soloed? I'm a tanker BTW and usually
can do everything on my own.

Until you hit lvl 12, I wouldn't suggest soloing the SC. With tanks you
can try at 11.
That is my simple suggestion.

Good XP with groups of 6 or more, as long as you stay near the atlas
entrance.

Also good training to learn defensive manuvers and agro ranges.

Actually I think it is to force peeps to hunt for a while to get to the
next level or two.

Council very rarely show up at L10, generally you're lucky if you find
them at L11. Outcasts, however, show up at L10 with fair regularity, so
you're all right if that's what you're hunting. Council or Vahz, not so
much.

Very good suggestion. Just did one of the "Defeat 10 Councils" missions
together with a scrapper and two blasters (was even sidekicked from 10
to 13) and it wasn't easy. Makes me wonder why I'm sent to SC at this
early level.

There is sometimes an overlap with your older contacts for your lower
level missions -- if you have any Kings Row contacts that still have
missions, you may want to do those first. The difficulty comes
because there's not enough overlap between level ranges in non-hazard
zones to give you a safety net, if you are soloing.

The problem is that the spawn points are not for a particular level,
but within a level range. Level 10 council are rare. If you can't
find enough, you might want to try Outcasts (there are so many more
outcast spawn locations that the chances of you finding ones of the
appropriate level and in soloable numbers are much higher than for
council). Alternatively, you can go after higher mobs in KR towards
the northern edges, or lower level Trolls near the train station in
Skyway City.

It depends on your character and how much risk you think is
acceptable. Steel Canyon is very soloable, though you may want to
wait until 10 to do it (its amazing how much difference one level can

I can't remember the exact range of levels, but the lowest 5th Column
were always the ones in the bottom-right corner of the map, hanging
around the contact there. I imagine that it's still the same for the
Council.

Probably not at level 10. Wait another level or so.

Steel Canyon is good for soloing, but not until you hit level 12.
If you really need to do some council hunting at level 9 or 10,
just buy good inspirations before every battle, and only tackle
the smallest spawn, one minion and one lieut.
