Question Where are the CPU Config Files Located?

Does anyone know where the config files are on windows 10? Like what dictates the processor speed, voltage and all of that. If you still don't know what I'm talking about(I only kinda have an idea myself) my end goal is to modify it to achieve a similar goal to whats in this link.

As the link says on windows you can just use Intel extreme tuning utility
Model-Specific Registers are basically special instructions you send directly to the CPU it has nothing to do with config files.

Intel extreme wont let me mod clocks though. That's what I'm really trying to do.

Locked CPUs are locked, you can't change anything to make them unlocked.

I thought in that article there was something were they changed a boolean to allow the boost clock to be increased. Also there was a way to oc locked skylake processors in 2015 and you can kinda oc locked processors now using bfb
