They were supposedly released by both Seagate and Western Digital, but you think I could find them anywhere for sale? Same issue with the a 30TB, where can I find these?
My 22TB HDD is almost full and a few years old now, so I want to swap it out.

For WD drive, you can fill out Sales Inquiry,

And essentially the same with Seagate drive,

But first ones to get those drives, are partners of HDD manufacturers (e.g cloud storage firms), who are ordering them in bulk.
As pointed out by Tom’s Guide, Seagate said in a filing earlier this month that it had “successfully completed qualification testing” for its HAMR hard drives with “several customers within the Mass Capacity markets, including a leading cloud service provider.” It says it will start shipping its HAMR-based hard drive to the unnamed cloud provider in the “coming weeks.”

But rather than messing with slow HDDs, get a SSD that is 100 TB and call it a day,

22TB for standard user is a lot to rely on a single disk hope it's not valuable, as you're risking a lot. Maybe start budgeting for a little 4x16TB NAS and run Raid10 for 32TB of storage for a little more peace of mind or look at cloud storage, some of it can be cost effective for a monthly subscription.
