Where can I find VCCSA, VCCIO, or 'system agent voltage' for MSI 970 gaming?

I'm running into issues with overclocking my r9 290 because the screen goes black after bios screen or login screen at times from cold start-up.

Some solutions offer suggestions that include altering the VCCSA (system agent voltage) or the VCCIO. My problem is that I don't seem to have any options with these settings because no such thing is in the OC section of the UEFI.

Am I supposed to find this somewhere else, is this in need of a bios flash, or do these things have different names on this Particular UEFI?

Those are terms used with Intel mobos. Having problems with the GPU OC should really have anything to do with those settings, the GPU is rather independent VCCSA and System Agent Voltage are the same thing and the VCCIO is an older reference to the MC (memory controller) voltage which equates most commonly to the CPU/NB voltage on AMD mobos ---

What mobo, CPU and PSU - my guess would be PSU related or CPU bottlenecking the GPU
 
Mobo: msi 970 gaming
GPU: r9 290 reference
CPU: fx-6350
PSU: EVGA 750w 80+ bronze

I have my CPU OC'ed to 4.7ghz on 1.49v 24/7 for three or four months now with no issue.

My GPU at stock has no issue. It's only when I OC it even slightly do I get this black screen issue.

I did some googling based upon your response and I think it may have to do with my PSU. My 12v rail is running at 13.2-13.4 volts on HW monitor. I hear that this can be inaccurate but I'm not expert enough to determine this.... What other symptoms would occur as a result of this? I don't feel like I've had any issues with my PC until I OC'ed my GPU
 
Of course

To be honest, I didn't notice much of a difference there (even did auxiliary voltage as well to no avail) but the differences were most drastic when I played with the power limit.

I'm using afterburner btw
 


So i just upgraded to a corsair ax 860 and Im still having issues.
it seems like it's something else. How could a bottlenecked GPU prevent an OS boot?
 
If you are still having issues download MSI Afterburner [free] and overclock your video card with it. Also, watch your temperatures, if they get too high your game frame rates will drop. With MSI Afterburner you can manually set fan speeds [increase them] to keep the card cool - it will live longer.

I have been using the program for years, on both AMD and Nvidia video cards.
