I got mine from a local chemist; however you can also buy something like Asaka TIM clean, which does the same job; use lemon juice, or toothpaste and a wipe clean with a soft, lint free cloth.
Even spit will do.
Could I possibly just use surface wipes and then use dry paper towels?
Paper towels may shed fibres that would give a poor thermal connection between the cpu top and the heatsink base, so you need to be really careful.
Personally, I use a microfibre cloth that came with some glasses, for the final polish..
