Where do I buy Windows 8.1?

I want to buy a copy of Windows to run with bootcamp but I noticed that on the Window Store it says "Important: Windows 8.1 full version is for Windows 7 users only. Currently running Windows Vista or XP? First upgrade to Windows 8. Upon installation you can update to 8.1 for free." Does that mean that the full version is just a upgrade? I also looked at Windows 8.1 OEM and it says "Personal Use in Japan Only. As indicated on the System Builder License on Windows 8.1 Packs in Japan, you may install for personal use." I then checked http://personaluselicense.windows.com/en-US/default.aspx and there was only Windows 8 on it not 8.1. So do I buy Windows 8.1 Full Version or Windows 8 OEM or Windows 8.1 OEM?

Also I checked http://answers.microsoft.com/en-us/windows/forum/windows_install/windows-8-oempul-license-transfer-question/437c342b-5205-497b-a8d5-e755146b44e0 is that the same for Windows 8.1 OEM?
 


So I would not need Windows 7 and this would work with Bootcamp? I still don't get why it says "Important: Windows 8.1 full version is for Windows 7 users only."
 


It is the full version. I bought it from the Windows store and I was able to create a USB flash drive with the full version on it (you can also create an iso):

I have no idea why they worded it so poorly. Win 7 is not needed.
