where do magic flutes come from

I killed a liche & it had a bag of stuff it must have taken of a player it
had killed. In the bag was 2 magic flutes. I never seen them before &
wondered where they came from. Anyone ?

I'd guess they were from the Hag Quest. You get them to help you find an
Imp as part of the quest. The hag (Grizelda?) is in a run down building
somewhat south of the Lich Ruin or north of the Bandit Camp along the road
from Skara Brae to Yew.
