Where is my bottleneck?

Hello guys, I have recently been having some issues with running most games, where my FPS will drop to around 12, however 15 minutes later will go back up to 100+. During the low FPS period, my CPU Is underutilized. I believe that this is due to my PSU being faulty but just wanted to get another point of view.

*Also - is there a way to test if my PSU is faulty? I checked my 12V rail and it was reading 8.9V using Speccy. Could this be faulty?

I'd suggest you download a software to keep your PC components usage in check and see if anything is being bottlenecked. I use MSI afterburner app on my phone for that.
 
I see you have bios F10 when there are newer ones,update to F13 and see if that helps. Don't know which revision you have and it seems not to matter,but look at the lefthand bottom corner of the motherboard for that and choose the one you have,can be done in the next link next to the motherboard name/type,

unpack the download and put it on an empty usb stick,put it in,restart,go into the bios and find the update tool,it should find the file,let it update.
