Where is the Information Bar located on my screen?

Where is the Information Bar located on my computer? Perhaps this is a dumb question, but I am ready to pull my hair out over a simple problem of opening a link in my E mail. Thanks

Hi. The information bar is about two inches from the top of the screen which appears just under the blue coloured favourites bar.This only pops up if something wants to put something on your computer and needs permission. It will say somthing like A popup has been blocked.If you trust this Click here for options. When you click on it you will be given a choice to allow it or not. You could bypass this by holding the control key when you click on the e-mail link,and it will just download or open
