Where is the point when you should choose a water-cooled setup over a fan?

I plan on getting a Ryzen 5 1400 (4 cores, 3.2GHz) or 1600 (6 cores, 3.2 GHz) and I'm *maybe* thinking of overclocking a bit (not sure how much..) and I was just wondering when is it more viable to get water-cooling instead of a fan? Are those CPU's overclocked nowhere near the margin for getting a water-cooler? No idea...

Because I hear about people with not-100%-the-best-CPU's having a water-cooling setup. Is it just so they don't have to have the noise of a fan?

Never is it better to get water instead of air unless your trying to set new records overclocking and need custom water.
The higher end air coolers work just as good as the AIO coolers like the H100.
Air can not leak, and if the pump goes out on your water cooler then the PC is 100% down till replaced.
