Where to buy Windows 10 retail?

I am unable to find the non OEM version of Windows 10. I have checked Microsoft's website (And their chat person said it's OEM), as well as Amazon, and even some stores I have walked into physically. Where can I buy a legal Windows 10 Retail version (Since I will be upgrading my computer within the next year or two).
 
I'm looking for a retail Anniversary Update Windows 10 Pro.
I have an unactivated Windows 7 Ultimate that won't allow me to install Windows 10 because Windows 7 is unactivated, but it directs me to get a key with the purchase of Windows 10 in a retail store. Builds prior to November 2015 won't allow for upgrading unactivated Windows 7, but builds since then do; so I don't want to get hung up buying previous builds that are outdated for this purpose.
I'm trying to upgrade a couple old computers that may or may not be upgradeable, they are of the 2007-2008 Dell vintage.
 


I thought I should mention I chatted with Microsoft's live chat in the store to ask if the version they sold was OEM or retail. I was told the version they sold was OEM, and if I wanted the retail version, I would need to shop elsewhere.
I bought the retail version from newegg, and I've already completely replaced my computer, so it's a good thing I bought the retail version.
 
Thank you for stressing this. I missed it even though I read it again. I will discuss this with my friend who currently needs to buy Windows 10 (hence why I came back looking for the locations to buy again).
