Where to download good version of Win 7 Ultimate 32 bit or Starter 32 bit

Im trying to install Windows 7 Starter 32bit but I read on a web site to get Windows 7 Ultimate 32 bit and use a tool to remove the ei.cfg file so that it becomes a choose what ever version you want, I did this but the starter install I did had a message at the bottom of the screen saying this copy of windows is not genuine on the desktop, Im guessing its because of the ISO of Windows 7 Ultimate I downloaded and used or something else like the tool to remove the ei.cfg file. I tried to use MS's site to download the starter ISO but I have an OEM version and it does not like it the key

Are you using a pirated version of Windows? Also, why use Windows 7 Starter instead of Ultimate?
