Currently I have a Samsung 850 Evo Pro 128gb, a Samsung 850 Evo 512gb and a Seagate Barracude 1 TB hard drive. I plan on getting a 1 TB Samsung Evo 970 plus. Once I install the 970 plus I will do a clean windows installation and My question is where should I install the Windows and my games. If I install my Windows on one of the 850 Evo how much different, performance wise will it be compared to installing it on the 970 Plus.

The only real choice is between the 500GB 850 EVO and the 1TB 970.
The HDD is out, and the 128GB 850 is too small.

What do you use this system for?

In some use cases, there can be an argument made to install the OS on the 500 GB 850, and leave the 970 NVMe drive for other things.
Mostly, though...you put...
Install them on the fastest 1tb 970. It won't be much faster than an 850, but it will be in some cases.

Personally I would then use the 512gb 850 and barracuda for junk storage.

I wouldn't even bother using the 128gb 850 pro as there are better drives in your system.
