Question Whevever I try to interact with teh steam application every other app becomes unusable

For seamingly no reason at some point today my steam application started crashing my computer whenever I try to launch it. The app woorks fine in safe mode but in normal boot it locks up my computer. My Specs are as follows:
Cpu - i59600k
Gpu - Rx580
Motherboard - Asus MAXIMUS VIII GENE Micro ATX LGA1151 Motherboard
Ram - Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3000 CL15 Memory
Hard Drive - Ssamsung 256Gb\ Weastern Digital Blue 1TB
OS - Windows 10

What do you mean with crashing your computer? Is it bluescreening and rebooting whenever you launch Steam or system becomes slow?
