The VG248QE uses PWM backlight control. The G2460PF uses a flicker-free backlight.
The VG248QE is limited to 60 Hz over HDMI, the G2460PF isn't.
The VG248QE doesn't have FreeSync, the G2460PF does.
You're right, he has an NVIDIA graphics card and can't use FreeSync. If the VG248QE was cheaper for it, that would make sense. You save money by losing something you weren't going to use anyway. However, it is not cheaper, it is the same price, and that's when it's on sale, so you lose the FreeSync capability and gain nothing for it.
Quality control and customer service are pretty anecdotal/vague; I haven't had any issues with my G2460PF. However, if that's a concern, the ViewSonic XG2401 is also a good option at the same price range:

The VG248QE is an extremely old model and there is no reason to buy it today unless it's on a steep discount. There are plenty of other options in the same price range that are far superior in basically every way.
