Recommendations please....a friend is just completing a build and is looking for advice on the above. His system: 3900X, 32GB, 750W Gold PSU...to be used for some gaming and 1080p video editing (Premiere Pro). I understand that the favored vendors are EVGA, Asus, Gigabyte and MSI, but have no idea which would be a good fit for his system.

Solution
Thanks for the post; well, that simplifies things...would you say that the manufacturers that I listed are all high quality?
Generally yes, just look at the specific model, as they can all make poorer units too.

Find one that has decent enough cooling, then meets the budget needs (and also physically fits into the case) and you should be fine :) For example some decent priced ones at the moment:

Video Card: Gigabyte GeForce RTX 2070 SUPER 8 GB WINDFORCE OC 3X Video Card ($499.99 @ Amazon)
Total: $499.99

Video Card: EVGA GeForce RTX 2070 SUPER 8 GB BLACK GAMING Video Card ($504.88 @ OutletPC)
Total: $504.88

Video Card: MSI GeForce RTX 2070 SUPER 8 GB VENTUS OC Video...

As for "good fit" it doesn't really matter, it's the same graphics chipset underneath it all.
All the manufacturer really does is potentially add on a factory overclock and then their own cooling solution, so generally you can just opt for whatever fits your budget/needs.

Ideally one could say to avoid blower style coolers as they aren't as effective, and if you have high ambient temperatures, this isn't ideal. But if ambient temps are not excessive and the system can remain cool anyway, any reputable brand should suffice.

The performance between each one will be practically the same (bar marginal differences with ones with slight OCs, but even then that's debateable).

Video Card: EVGA GeForce RTX 2070 SUPER 8 GB XC GAMING Video Card ($539.99 @ Best Buy)
Total: $539.99

You could also consider the RX5700XT that will give similar performance but for typically much less.
