which are best c states for i5 4670k

corsair cs650m ( it is compatible with haswell c states and eist)
corsair vengance 1600mhz

so my system is completely stable with cpu 3.8 ghz (default ) in cpu vcore(adaptive) 1.070 with corsair vengance 1600mhz at 9.9.9.24 in xmp1 ( i have tested with linpack) with bios automatic controlled c states and eist . now in my bios there are 3 options for c states and eist - enable , disable , aoutomatic . so i want to manually enable all c states and eist for more power efficiency . so considering stability and other factors which c states are safe and best to use along with eist ? previously 1 year i had enabled all c states and eist ( that time my psu was corsair gs600) and my psu was damaged(not sure if the reasons were c states and eist and maybe faulty electricity
) so i just want to make sure that c states and eist are safe to use . can c states and eist harm psu ? any suggestion is most welcome . I dont want to overclock and i dont overclock .

I'd leave everything at default. Which is what I do. So I don't have problems.

thank you. i tried all c states. in c1, eiest and c3 all enabled and c6/c7 disabled the system is stable and there is not much power saving but whenever i start c6/c7 it saves power significantly like it takes only .250 vcore and <1 wattagee of iacores even in 30% load but c6/c7 state creating instability . so now i used c1, eiest and c3 all enabled hole night and i monitored my system by hwmonitor which gave me a frightening statistics in morning that max cpu vcore were 2.040v ( but i mannualy configured it to 1.080v and i dont know if it's a hwmonitor error or not but that didn't happen when i did put every c states and ist auto in bios ) . please see the stats of hwmonitor which i have uploaded and tell me is it a hwmonitor error or really my cpu vcore went nuts to 2.040v. and if really my cpu vcore went nuts to 2.040v then coiild it dame anything in my cpu which's effects will be seen later . somebody suggest me what to do please .
