The ROG Strix won't fit an mATX case...and vice versa the Mortar won't fill an ATX case. That's probably the only features that could be considered 'exclusive'.

Other features depend on personal taste and how you use it. But i'd be more comfortable putting a 3900X or 3950X on the Mortar, if that's an upgrade path you'd like to keep open.

Many factors, desireability and availability mainly influence price. In my country, Mortars are way more expensive than the Asus board because they simply are not available.

In your country Mortar may be available but the Asus board is ATX sized and that may make it more desirable for people assembling a large, ostentatious build with lots of flashing RGB light strips and spinning RGB fans.

It's really hard to say why the Asus is more expensive.
