The i5 build is better, mainly because of the better cpu and psu. The i3 build has a much better graphics card though. Why does one have an os and one does not?

The one that filippi suggested is better than both of the builds that you listed. If I were building right now, there is no way I would not have a 970 in my system, having said that I also wouldnt be satisfied with an i3. So filippis build is definitely better. If you can swap the i5 4430 for the 4590, though, that would be ideal.
