Which Brand Is Best For GTX 650Ti ???

These brands I've found are good (from personal experience).
ASUS, EVGA, Gainward, MSI, Palit, PNY, XFX, Zotac


These brands I haven't tried (but should be good).
Gigabyte, KFA2


This brand I've had quite a few issues with (also from personal experience).

EVGA is the best. You won't be disappointed with their customer service, plus they have the best warranty.

dunno where you get evga is best from there 560,570,580,650 660 670 cards have all had issues that other manufacturers havent.
gainward, palit, asus, msi and zotac all have a good rep zotac tend to be a plain jane basic manufacturer. 1 manufacturer that seemed to loose popularity but is back now is sparkel. i had a couple of there cards and they all worked well 1s you added fans to the passive coolers.

brands to stear clear of powercolour, inno3d, kfa all have issues with RMA

LOLNO. Get one that knows how do after-market cooling properly. ASUS, Zotac and Gigabyte are all good candidates.

EVGA is great. I bought a GTX 680 and recieved it doa and we had a new card in 5 days. No questions asked. Excellent customer server. You will not regret it.
