Off-the-wall question, I realize. But...
A low budget gaming build assembled around the i5-9400f or the Ryzen 5 2600? Both would have the same components (except motherboard, of course)

I know the Ryzen has the added virtue of OC'ing. But What if it's board was a 320 chipset board to keep it comparable with the non-OC i5-9400f?

Solution
Intel Core I5 9400f

My reasoning:

Most people buying a budget build do not know much about PCs.

If they have been looking at tech news lately they may have seen Ryzen is the "Cool new thing", but for most buyers, I think the I5 9400f would have the most appeal.

Most common people will associate Intel=trusted and good performance.
