Which build is better for streaming?

I'm planning to buy a new pc, I was going to build it for myself, but since the gpu prices are just going crazy, buying a pre built pc doesn't seem too crazy now. I'm planning to do streams with my pc on heavy graphics games like gta v and stuff, with or without game capture card. I'm between these two builds.

I7 8700k with a Noctua NH-D15
16 GB DDR4 RAM at 3000 (G Skill Ripjaws I think)
2TB Seagate Barracuda 7200 RPM 64 mb cache
Intel Optane 32gb
GTX 1080 (Even tho I think I'll buy the pc when the new graphics cards come, I just bought an r7 260x for 50$ that I'll be using for the moment to play videogames)
ASUS rog strix z370 mobo
nzxt s340

vs

the same build but with
Ryzen 5 1600x with Noctua NH-D15 (I think the new AMD CPUs are coming on april 2018 so I might just wait for that too)
2x8 GB DDR4 3000Mhz G Skill Trident Z
Asus Prime b350 plus or MSI B350 Tomahawk

If you are only comparing Ryzen 1600x, then i7 8700k will beat it in any tasks including video encoding:

But... if you compare Ryzen 1800x and i7 8700k, then the Ryzen will be a bit faster at video encoding, and Intel a bit faster in games.

If you can afford 8700k, it will beat Ryzen 1600X in almost all aspects.
plan to invest in a good sized SSD, 250+ is recommended.
A 1440p 144hz Gsync monitor is recommended too.

I think I'll buy a game capture card so my fps don't go down while streaming
But in the case that I don't buy that game capture card I'd buy the ryzen because I was watching some streaming benchmark videos of the 8700k vs Ryzen 1600x and the 8700k looses a lot of fps on gta v, so many that some people said that it's unplayable.
