What is your primary need? If it's just gaming the Intel might be worth it, however games are starting to use more cores so ryzen should last longer. Personally I would take the ryzen build, even though it might be a few FPS behind the Intel one. And no you don't need a cooler for the ryzen chip.

I'd go with the Ryzen.
The stock cooler is surprisingly good.
