Which Build is the better value?

Which one is the better value in your opinion? Do you think these could run games well at 1080p (soon upgrading to 1440p) for a couple of years?

so this is gtx 970 vs r9 290?

The gtx has the new Maxwell architecture with PhysX, will run cooler and consume less power but the r9 has the GCN architecture with Mantle that I have come to call the gamer's arch.

I would make it a r9 290x but its your choice for little price difference.

Technically Build 2 has the better value. But if you're willing to spend money on the new tech, go with Build 1.

Also, change the PSU. The first generation EVGA PSUs are crap. If you get a EVGA PSU, get one of the 2's (G2 or B2).

That's one of the reasons I've never recommended it. And it uses a lot of power. Looks like you did some homework yourself.
