I've been thinking a long time about this. A lot of people say it's preference whether I should get Intel or AMD. I can't decide, but I put together 2 builds :

I.
AMD Ryzen 3 1300X CPU
Asus PRIME A320M-K MB
1x8GB DDR4 2133MHz HyperX Fury RAM
Seasonic S12 II 520W PSU
Asus EAH5750 GPU (from my old PC)

II.
Intel Core i5 7400 CPU
Asus Prime B250M-K MB
1x8GB DDR4 2133MHz HyperX Fury RAM
Seasonic S12 II 520W PSU
Asus EAH5750 GPU (from my old PC)

I will mainly be using it to kill time, play some games (ex. CS;GO, Rocket League) , watch youtube, and use it for very light programming (starting courses in September). I want to upgrade, because my old PC is not very good for the today's standard's (AMD Athlon II X2 250, 4GB of RAM). Also, I will be changing my GPU as well, but I don't have the money for a new one yet. I plan on buying a GTX 1050, or a Sapphire Pulse Radeon RX 560 (both 4GB versions, because 2GB won't be eunogh for long now).

Yes, I understand. But as I said I plan on buying a GTX 1050, or an RX 560, 4gig GPU somewhen in the near future. I'm on the other hand interested in which CPU has the better price/performance ratio, and if the Ryzen will be able to play games in 1080p for the next ~4 years at least on the lowest settings.

Shouldn't you be able to get the r5 1400 or r5 1600 for the same price as the i5? Usually they are priced the same.

I'm guessing I could use an R5 CPU. How would that change my question?

Thing is the i3's only have 2 cores, 4 threads with hyperthreading, while the R3's have 4 cores, 4 threads, which gives them the upper hand over the i3's. Basically the Kaby Lake i3's are obsolete. on Intel's side the G4560 has a better price for just a little worse performance, while on AMD's side the R3's beat the i3's for the same price.
