Which card to buy to run on Ultra in 768p?

Hello friends, I am a new user in the forum.
I want to know which video card to buy to play games like (Bf4, Bf1, Gta 5, The Witcher 3) at 1366 * 768. My spec:
I3 3240
8GB RAM
Psu: Vs500 Corsair
(Sorry bad english i'am brazilian)

At that low a resolution and those specs. A GeForce GTX 1050 or 950 should be plenty. You could also look at a Radeon Rx 460 or 560 as they offer similar performance. On the lower end I'd look at a GeForce GT 1030, GTX 750 Ti or Radeon Rx 550.

I believe the order from fastest to slowest is
- GTX 1050
- GTX 950
- Rx 560
- Rx 460
- GTX 750 Ti
- Rx 550
- GT 1030

Yes, the 1050Ti would be adequate and you should be able to up to 1080P when needed.

In case in 768P my processor will have a giant bottleneck, if I lock in 30 Fps some games can I decrease that bottleneck?

I don't understand your concern. You will always have a "bottleneck" w.your CPU higher res would only reverse the effect. You will still get good performance.
