(My 2 cents) You could OC the other card to the speeds of the faster card.

but for 20 bucks more they OC it for you and is backed by a waranty.

Is 20 bucks worth a peace mind to you ?

they are both XFX cards, and AFAIK they allow overclocking. for $20 he could get the OC'd version and push it further, since the OC'd card are cherry picked to run at higher clocks.
