Correct, that turquoise case is mITX (which is smaller than mATX).
The number of fans somewhat depends on the motherboard, you can run out of places to plug them in. However, you can hook them up with splitters, controllers, etc. Not an issue.
More fans are better until a point, then you dont really see any benefit of extra fans. For smaller cases, 3-4 fans is pretty optimal.

I'm not an expert. Do the number of fans relate to connections on the motherboard?
Are more fans always better or 'it depends'?

My son has the full ATX version of the V21, and it is a beast of a case. But even with the smaller one you linked to, there are alot of cooling options available to you and a good deal of room for several fans in addition to the included 200mm in the front...

Depending on which CPU & GPU you plan on using, I would start with 1x fan in the rear + 2 up top and see what the temps are. Then add moar if needed until a moderate, stable temps are achieved, and/or install an AIO set-up if so desired...
